Located on the east shore of Lake Ray Hubbard is Rockwall, Texas, the seat of Rockwall County, which, at approximately 147 square miles, is the smallest county in Texas. Rockwall is bisected by Interstate 30, 23 drive miles east of Dallas.

Additional criteria included financial stability, low crime, and healthcare access. Rockwall was the only Texas city in the ranking, which was weighted heavily on schools.

Rockwall ISD is by far the largest employer in the city, with 1,365 employees. Other top employers include Lake Pointe Medical Center, Texas Star Express trucking, Wal-Mart, the County of Rockwall, and the city. Rockwall ISD has six schools with exemplary rankings, five schools with recognized status; the district overall received a recognized rating from the state. Other schools include The Fulton School, Heritage Christian Academy, and Rockwall Christian Academy. Higher education is available through Collin County College's Higher Education Center in Rockwall.
